Regional Vision for the Omaha-Council Bluffs Metro Area

Heartland 2050 was the regional visioning effort for the Omaha- Council Bluffs metropolitan area, commissioned by the U.S. Department of Housing and Urban Development and the Metropolitan Area Planning Agency. Fregonese Associates led an extensive public outreach campaign that engaged over 500 community stakeholders in workshops and charrettes throughout the 8-county region in Nebraska and Iowa. As the leader of a dynamic consultant team, Fregonese developed four alternative land use scenarios that explored salient regional issues including fiscal impact, farmland preservation, transportation, and natural hazard risk. The public was engaged in an online and printed survey that included questions about the alternative scenarios, their performance related to regional priorities, and potential regional strategies. This input was used to refine and finalized the future land use vision for the region.
